State Propositions

Proposition 46
Housing and Emergency Shelters Bond
Yes
This bond would create a trust fund to provide shelters for battered women, clean and safe housing for low-income senior citizens and emergency shelters for the homeless — these things are desperately needed as shelters are overcrowded and women and children are turned away nightly. This bond would also make improvements to existing shelters. Vote Yes on 46.

Proposition 47
Kindergarten-University Public Education Facilities
Yes
This act issues a bond of $13.05 billion to help build new schools and repair old ones, especially affecting community colleges. This measure will essentially help finish the Chinatown and Mission campuses. Vote Yes.

Proposition 48
Court Consolidation
Yes
A technicality, this proposition will amend the constitution to delete references to the municipal courts. Since California voters already approved the consolidation of municipal and superior courts, this prop would just clean up obsolete measures.

Proposition 49
Before and After School Grants
No
This proposition, officially supported and promoted by Arnold Schwarzenegger, would increase state grant funds available for before and after school programs. This prop is especially problematic because it has special protection that prevents it from ever getting cut, which could adversely affect more significant programs like bilingual support.

Proposition 50
Water Quality/Coastal Protection
Yes

This bill authorizes nearly $3.5 billion in bonds for water conservation, ecosystem repair and protection, development of river parkways, improved security for waterways and various other things. It’s a good thing: vote Yes on 50.

Proposition 51
Distribution of Motor Vehicle Sales Tax
No
While this prop says it will set aside 30 percent of car sales taxes for highway improvement and school bus safety, much of the money is going towards other projects that the voter may not be interested in funding. Vote No.

Proposition 52
Same Day Voter Registration.
Yes
Probably the most important state proposition for the Asian Pacific American community, 52 allows people who are legally eligible to vote and have valid identification to register on election day at their polling place. It also provides a strong penalty for voter fraud. This could be an important tool in helping to empower the immigrant voting community. Vote Yes on Prop. 52.
